If you are recruiting highly qualified workers from countries outside the EU/EEA, you can receive extra support for the application for a work permit.

“Highly qualified workers” refers to managerial and occupations with requirements for higher education competence or in-depth higher education competence.

To get a decision within 30 days, send in everything right from the start

The Swedish Migration Agency prioritises complete applications. Provided that the application is complete, the employer that wants to employ the highly qualified worker will receive a decision about their work permit application within 30 days.

As an employer, you start the application for a work permit by providing information about the employment to the Swedish Migration Agency. It is then the employee who completes the application. It is therefore important that both parties make sure to fill in all information and attach all necessary documents, in order for you to be able to receive a decision within 30 days.

If the application is not complete from the beginning, you may have to wait up to four months for a decision.

What are “highly qualified workers”?

The Swedish Migration Agency uses the Swedish Standard Classification of Occupations (SSYK 2012) to sort applications. Highly qualified workers work in occupations with SSYK codes 1–3 that do not belong to industries in which the Swedish Migration Agency applies higher investigative requirements.

  1. Managerial occupations
  2. Occupations that require advanced higher education qualifications
  3. Occupations with a requirement for higher education qualifications or equivalent.

Holders of EU Blue Cards and ICT permits and researchers also count as highly qualified workers.

The extra support does not apply to employers in industries in which the Swedish Migration Agency applies higher investigation requirements to counteract fraud and human exploitation.

Some industries have higher investigation requirements. If your company belongs to one of these industries, you must be able to report how the company is able to guarantee pay for the person applying for a work permit. You must also be able to prove that the conditions exist for you to be able to pay their salary/wages for at least three months.

These rules apply to you if you employ employees within the following industries:

  • Cleaning (81290, 81210)
  • Hotel and restaurant (55101, 56)
  • Construction (41200, 421, 42990, 43)
  • Trade (471–478)
  • Agriculture and forestry (0113, 012, 02102)
  • Automotive workshop (452)
  • Service (9602, 9604, 9609)
  • Staffing (782)
  • Personal assistance (88101, 88102)


The numbers in parentheses represent the first digits of current SNI codes. Your company’s SNI code can be found in your registration certificate from the Swedish Tax Agency.

Exemptions from higher requirements

Municipal, regional and state employers are exempt from the higher requirements and do not need to report the above to meet the work permit requirements.

What kind of extra support is provided?

We want employers who recruit highly qualified workers to be well-equipped to submit complete applications and receive quick decisions. That’s why we offer you customised information adapted to your current situation, through information officers who are experts in the work permit process. The support can consist of individual contact via email or phone, as well as in-person meetings, if necessary.

Please note that the requirements for obtaining a work permit remain the same. The Swedish Migration Agency does not take over responsibility for ensuring that the application is completed correctly. The additional support also does not mean that you will receive advance notice of our decision. As an employer, it is important that you read about the requirements for work permits and the application process before contacting us.

Who can receive the extra support?

The additional support is aimed at employers who are recruiting highly qualified workers and have questions about the process of applying for a work permit. This also applies to employer representatives. Employers in industries in which the Swedish Migration Agency applies higher investigative requirements cannot receive extra support, but can of course use our normal contact routes.

Newly established companies that have been active for less than 12 months can receive extra support. However, start-ups cannot expect their applications to be processed within 30 days, as the Swedish Migration Agency needs to investigate them more thoroughly.
